The Scientific Data Center of the Lower Yellow River is set up based on the Environment and Planning College of Henan University and the Yellow River Civilization and Sustainable Development Research Center of Humanities and SocialSciences Research Base of the Ministry of Education. Its goalsarethat follow thestandards of data sharing regulations, policies of the National Science Data Sharing ProjectandScience Data Shared Networkof Earth System, and combine the characteristics of the geographical units to formulate the principles of data sharing in the Yellow River Basin, improve the data service functions of the shared network platform in the Yellow River Basin, organize, rescue, and tap the data in evolution of civilization and environment, water circulation and environmental effects, environmental improvement and economic and social developmentin the Yellow River Basin, according to the data needs of major scientific research projects and major engineering construction projects in the Yellow River Basin, processes and produces series data products; enriches theScience Data Shared Networkof Earth System. It aims to form a Scientific Data Center and Data Exchange Center of Earth System in the Yellow River Basin with a huge amount of information resources and outstanding geographical features under the support of the National Scientific Data Sharing Project to provide data services for scientific research, government decision-making, economic activities, and environmental governance projects andpublic consultation. It cultivates a group of talents in different levels specializing in technologies and management of data fusion, data service and data sharing to promote the sustainable, stable and sound development of sharing projects.

This platform is a Scientific Data Sharing Center for the Earth System regarding the Yellow River Basin as a specific geographical unit, collating research data on subject frontier issues including water, soil, gas, biological resources, disasters, deltas, wetlands, and global changes, and the database regarding basicgeographic data, social and economic data in country level unit, and water conservancy and water conservation project data as the main subjects, and provide data sharing services in online, offline and other forms for researchers of the Yellow River, relevant government agencies, and the public in the world.

The Scientific Data Center of the Lower Yellow River collects a large amount of significantdata, documents, and maps based on years of accumulation of geoscience research, data accumulation and hardware construction in the Yellow River Basin, and sound cooperation with universitiesat home and abroad, research institutes and government departments. The construction of the Scientific Data Center of the Lower Yellow River can provide a platform for data sharing and exchange for scientific research of earth systemin the middle and lower Yellow River, providing data support for the scientific research of the earth system and decision-making for regional sustainable development. The platform will use the Central Plains as a base, the Yellow River as a link, and the teaching, research, and laboratory construction of college as driving forces to establish an Science Data Sharing Center of Earth System regarding the Yellow River Basin as a specific geographic unit.
